Just type in search bar “submit link” with quotes and you would get many search result where you can submit link. I suggest you to try and other keywords combination like “add link” or “free directory”.
Other way to get quality links to your site is link trade then you trade links with other webmasters. There are several methods of link trades. First is then site A links to site B and site B links back to site A. Other methods are a little bit complicated and can be called link chain in example site A links to site B and site B links to site C and then site C links to site A.
